What is CMDF?

The Commonwealth Media Development Fund (CMDF) offers financial support for programmes designed to help strengthen the broadcast and print media in Commonwealth developing countries.

It works in partnership with specialised non-governmental agencies to develop capacity and improve skills and competencies at all levels. The CMDF is supported by contributions from Commonwealth governments, and is administered by the Commonwealth Secretariat’s Communications and Public Affairs Division (CPAD).

Objectives

1. To strengthen the capacity of the print and broadcast media sectors in member countries to raise awareness and inform their target audience on:

  • Democracy, good governance, conflict resolution/avoidance, peace building
  • Health, including basic healthcare issues and HIV/AIDs awareness/prevention/treatment
  • Education, including the production of educational audio-visual materials
  • Economic development and poverty alleviation, including macro-economic and financial issues, trade, entrepreneurship and agriculture
  • Human rights, including gender equality, the protection of children’s rights and the right to education

2. To enhance freedom of expression through the promotion of sound and effective journalism

Most of the activities would be implemented by non-governmental organizations working in collaboration with the Commonwealth Secretariat. CPAD has established a project submissions and approvals process which guides partner organizations. Partner organizations are also expected to operate within the CMDF guidelines for financial accounting and reporting.
