Building a culture of democracy
Democracy and good governance are at the heart of the Commonwealth’s fundamental values. The Commonwealth Secretariat places a high value on advocacy of those principles, and on practical action to help make them a reality on the ground. The Aso Rock Commonwealth Declaration, issued at the 2003 Commonwealth summit in Nigeria, recognised that development and democracy must be mutually reinforcing, and that strong democratic institutions promote development.
