A Commonwealth Expert Team will begin to observe voter registration in Cameroon today. The Expert Team will comprise:
Mr Leshele Thoahlane - Chairman, Independent Electoral Commission, Lesotho
Mr Chumani Xotyeni - Manager, Voters' Roll and Delimitation Section, Independent Electoral Commission, South Africa
Hon Ms P N Nawa - Member of Parliament, Zambia
Mr Lalit Kothari - Chief Electoral Officer of Rajasthan, India
Hon Sheila Holder MP - Member of Parliament, Guyana
The Team has been appointed by Commonwealth Secretary-General Don McKinnon in response to an invitation from the Government of Cameroon, which has also invited the Commonwealth to send Observers for the Presidential Election.
The Experts will visit voter registration centres throughout the country to observe the registration process. They will leave Cameroon on 7 September after completing their report to the Commonwealth Secretary-General.

The Expert Team's Terms of Reference are as follows:
"To observe relevant aspects of the organisation and conduct of the voter registration process, in accordance with the laws of Cameroon; to consider the various factors impinging on the credibility of this part of the electoral process; and, to determine in their own judgement whether it provides a sound basis for continued preparations for the Presidential Election."
The experts have been invited in their individual capacities and the views they express regarding the election will be their own and not those either of their respective Governments or of the Commonwealth Secretariat.
Commonwealth Expert Teams have previously been present at voter registration exercises in Malawi (2004), Swaziland (2003), Antigua and Barbuda (2003), Nigeria (2003), Lesotho (2002) and Sierra Leone (2002).
