Secretary-General to Hold Discussions in Zimbabwe and Tanzania
25 July 1996
The Commonwealth Secretary-General, Chief Emeka Anyaoku, will visit Zimbabwe and Tanzania from 26 July to 6 August to hold high-level talks on Commonwealth concerns.
In Zimbabwe (from 26 July to 1 August), the Secretary-General will hold consultations with the Foreign Minister, the Hon Dr Stan Mudenge, who is the Chair of the Commonwealth Ministerial Action Group on the Harare Declaration (CMAG). It was established to deal with serious or persistent violations of the Commonwealth's Harare principles.
The Secretary-General will also participate in the African inauguration of the Commonwealth Africa Investment Fund (COMAFIN) on 31 July in Harare. COMAFIN is an investment fund which was recently launched at Marlborough House in London in the presence of South Africa's President Nelson Mandela and Britain's Deputy Prime Minister Michael Heseltine. COMAFIN is the first of a series of regional investment funds which will be launched under the umbrella of the Commonwealth Private Investment Initiative. This Initiative is a collaborative venture between the Commonwealth Secretariat and Britain's Commonwealth Development Corporation, and was endorsed by Commonwealth Heads of Government at their Auckland summit last November.
In addition, on 30 July the Secretary-General is scheduled to address the Annual Congress of the Confederation of Zimbabwe Industries at Victoria Falls. The theme of his presentation will be private and public sector partnerships for development.
Following his visit to Zimbabwe, the Secretary-General will proceed to the United Republic of Tanzania (from 2-6 August) to hold discussions with President Ben Mkapa and senior government officials. This will be the Secretary-General's first visit to Tanzania since the Government won the multi-party elections there last October which marked the transition from a one-party state. A 22-member Commonwealth Observer Group was present to observe those elections. While in Tanzania, the Secretary-General also plans to visit Zanzibar.
