Commonwealth Regional Workshop on Poverty Alleviation
17 November 1996
High-level representatives of five African states meet in Arusha, Tanzania, on Tuesday November 19 for a three-day regional workshop on poverty reduction strategies and programmes. The workshop has been organised by the Commonwealth Secretariat as part of an ongoing initiative to help establish practical mechanisms which seek the alleviation of poverty in Commonwealth countries.
Vice-President Omar Ali Juma of Tanzania, Vice-President George Saitoti of Kenya, and the High Commissioners for Malawi, Mozambique and Uganda in Tanzania are among those expected to participate in the workshop, as well as other senior government officials, representatives of non-governmental organisations active in the field, consultants and local resource persons.
The workshop is taking place at the Eastern and Southern African Management Institute. It follows the commitment made in the Millbrook Commonwealth Action Programme on the Harare Declaration, adopted by Commonwealth Heads of Government in New Zealand last November, to support the Secretariat in facilitating the adoption by more Commonwealth countries of successful self-help schemes to mobilise people in alleviating poverty.
At last year's World Summit for Social Development in Copenhagen, national representatives of several Commonwealth countries resolved, as a matter of urgency, to formulate or strengthen national policies and strategies geared to reducing overall poverty. The workshop will provide governments with practical suggestions as to how these commitments can be translated into national and sectoral policies.
A major topic of discussion at the workshop will be a report entitled Practical Mechanisms for Poverty Reduction, prepared by two consultants from the University of Manchester's Institute for Development Policy and Management, Dr Joseph Mullen and Professor David Hulme, both of whom will attend the workshop. The report presents the findings of a study commissioned by the Commonwealth Fund for Technical Co-operation, the Commonwealth Secretariat's primary vehicle for delivering development assistance. The workshop will also look at various countries' experiences in poverty alleviation.
