Commonwealth Secretary-General to visit Malawi, Kenya and Uganda

Commonwealth Secretary-General Don McKinnon departs for Malawi today, Thursday 31 March. He will meet with President Bingu wa Mutharika to discuss current Commonwealth issues, preparations for the Commonwealth Heads of Government Meeting (CHOGM) in Malta later this year, Commonwealth sponsored development programmes and the current round of trade negotiations.

The Secretary-General will be in Kenya on 4 and 5 April where he will meet with President Mwai Kibaki, with a similar agenda.

On 4 April, the Secretary-General will address the opening session of the Forum on the Latimer House Principles on the accountability and relationship between the three branches of government, in which he will highlight the importance of maintaining the right checks and balances among the Executive, the Legislature and the Judiciary.

On 6 and 7 April, Mr McKinnon will be in Uganda, where he will meet with President Yoweri Museveni. Their discussions will include Commonwealth development programmes, progress of the Doha Development Round of trade negotiations and Uganda's successful experiences in dealing with HIV/AIDS.

While in Uganda, the Secretary-General will give a public lecture at Makerere University on the close partnership between Africa and the Commonwealth. In particular, he will highlight the Commonwealth's wide-ranging engagement with its African members, including efforts to promote good governance and sustainable development in the African continent.

The Latimer House Principles on the three branches of government were endorsed by Commonwealth Heads of Government at their summit in Abuja, Nigeria, in December 2003 and launched on 12 May 2004 in Marlborough House, London.

The Latimer House Principles aim to strengthen democracy and adherence to the Commonwealth's fundamental values in member states by outlining the limits of power in the three branches of government, enabling them to interact better in the promotion of good governance and the rule of law.

The objective of the Nairobi Forum is to give operational effect to the Latimer House Principles in Africa.

The Secretary-General will be in Malawi from 1-3 April, in Kenya from 4-5 April and in Uganda from 6-7 April.
