Commonwealth observes display of Malawi register of electors

A Commonwealth Expert Team is in Malawi to observe the display of the provisional register of electors. The Expert Team comprises Ms Joycelyn Lucas, former Chief Elections Officer of Trinidad and Tobago, and Mr Linford Andrews from the Political Affairs Division of the Commonwealth Secretariat.

The Team is in Malawi at the invitation of the Malawi Electoral Commission and aims to visit display centres throughout the country. It began its observation on Monday 26 April and will finish its work on 1 May 2004 after completing its report to the Commonwealth Secretary-General.

The Expert Team's Terms of Reference are as follows:
" to observe the display of the provisional register of electors, in accordance with the laws of Malawi, and to report to the Commonwealth Secretary-General and any Commonwealth Observer Group which may be present for the Parliamentary and Presidential Election."

Malawi is due to hold its Parliamentary and Presidential Elections on 18 May 2004.

A two-person Expert Team was present in Malawi in January 2004 to observe the registration of voters. Commonwealth Observers have previously been present at voter registration exercises in Swaziland (2003), Antigua and Barbuda (2003), Nigeria (2003), Lesotho (2002) and Sierra Leone (2002).
