Commonwealth Experts for Mozambique Local Elections

Commonwealth experts appointed by Secretary-General Don McKinnon to be present for the Local Elections in Mozambique will deploy tomorrow, ahead of the poll on Wednesday 19 November 2003.
The two experts are:
Mr Leshele Thoahlane Chair Independent Electoral Commission Lesotho | Hon Esther Audu Chair of Abuja Municipal Area Council and Board Member of the CommonwealthLocal Government Forum Federal Republic of Nigeria

The experts have already been briefed in the capital, Maputo, by the Comissão Nacional de Eleições (National Election Commission - CNE), representatives of political parties and civil society organisations, Commonwealth High Commissions and other election observers. The Team has been asked by the Secretary-General to observe preparations for the elections, the polling, counting and results process and the overall electoral environment.
The decision to send the Commonwealth Expert Team follows an invitation from the President of Mozambique during discussions with the Secretary-General earlier this year.
Note to editors
The members of the Expert Team began work on 12 November and will remain in Mozambique until 24 November. Their report will be submitted to the Commonwealth Secretary-General, who will in turn send it to the Government of Mozambique, the President of CNE, political parties and to Commonwealth Governments. The report will then be made public. The Members of the Expert Team have been invited in their individual capacities and the views they express regarding the elections will be their own and not those either of their respective Governments or of the Commonwealth Secretariat.
