Commonwealth team present for culmination of ‘claims and objections’ phase of voter registration process in Antigua and Barbuda

A Commonwealth Expert Team arrived in Antigua and Barbuda on 14 September 2003 for the culmination of the 'claims and objections' phase of voter registration.



The Commonwealth team has been briefed by the Electoral Commission of Antigua and Barbuda, and will meet a range of political and civil society groups.



The observers will depart on 20 September after completing their report to the Commonwealth Secretary-General. The report will subsequently be made available to the Government of Antigua and Barbuda, the Electoral Commission and the leadership of the political parties taking part in the elections. It will also be made available on the Commonwealth Secretariat website.

The two-person team consists of:

Note to Editors:

During the 'claims and objections' phase of the registration process the preliminary voters roll is displayed to the public so that electors can point out errors and omissions to the Electoral Commission.

The Expert Team's Terms of Reference are as follows:

"Following an invitation to the Commonwealth Secretariat from the Chairman of the Electoral Commission to observe voter registration in Antigua and Barbuda, the Commonwealth Expert Team is to observe relevant aspects of the organisation and conduct of the claims and objections process, in accordance with the laws of Antigua and Barbuda. They are to consider the various factors impinging on the credibility of this part of the electoral process and to determine in their own judgement whether it provides a sound basis for continued preparations for the General Elections."
