Commonwealth Observers arrive for Sierra Leone Voter Registration

Commonwealth Observers arrive in Sierra Leone today to see first-hand the registration of voters for the 2002 General Election.
In response to a request from the Chairman of the National Electoral Commission, Mr Walter Nicol, two observers and a Commonwealth Secretariat staff member will be present from 23 to 30 January 2002. The registration of voters in Sierra Leone takes place from 24 January to 7 February 2002. The observers will be:
Hon Justice Brigadier-General (Rtd) Augustino S L Ramadhani,
Vice-Chairman of the National Electoral Commission and Judge
of the Court of Appeal, United Republic of Tanzania; and
Mr Nigel Buttler, Deputy Returning Officer, Vale of White Horse
District Council, Oxfordshire, United Kingdom.
They will be accompanied by Dr Jackie Dugard, Senior Programme Officer, Political Affairs Division, Commonwealth Secretariat.
The Observers' Terms of Reference are to "observe relevant aspects of the organisation and conduct of the voter registration process" and to "consider the various factors impinging on the credibility of this part of the electoral process".
On completion of their mission the Observers will submit their report to the Commonwealth Secretary-General, Don McKinnon.

This is the second occasion on which Commonwealth Observers have been present for voter registration: two other Commonwealth experts (from Australia and Namibia) were present at the same stage in Lesotho's electoral process in August/September 2001.
