Commonwealth Law Ministers meet to consider how to promote good governance and combat corruption

The report of an expert group on the impact of corruption on economic management, and a draft framework for Commonwealth principles to promote good governance and to combat corruption, will be among the top agenda items when Commonwealth Law Ministers hold their triennial meeting in Port of Spain, Trinidad and Tobago, from 5 to 7 May 1999.

The meeting will be addressed by Prime Minister Basdeo Panday of Trinidad and Tobago and Commonwealth Secretary-General Chief Emeka Anyaoku. It is expected that some 50 jurisdictions will be represented, including a number of Overseas Territories.

Other issues before the meeting include: the implementation of international conventions, such as the Treaty of Rome 1998 establishing the International Criminal Court; the World Trade Agreements; contemporary issues affecting the enjoyment of human rights such as violence against women; the domestic application of international humanitarian law; and possible amendments to the Commonwealth Schemes of Co-operation in the administration of justice.

Law Ministers meetings are aimed at ensuring that the existing mechanisms for facilitating mutual legal co-operation between Commonwealth member states remain relevant to their needs.

The ministerial meeting will be preceded by a meeting of Commonwealth senior law officials, on 3 and 4 May, also in Port of Spain.

Commonwealth Law Ministers meet every three years. It is a forum at which Law Ministers and Attorneys-General, as the chief law officers of their countries, exchange views and experiences on matters of common interest and concern and work out common strategies for addressing those concerns. The first such meeting of the modern Commonwealth was held in London in 1966. The most recent took place in Kuala Lumpur, Malaysia, from 15 to 19 April 1996.
