Commonwealth Finance Ministers Meeting Grand Cayman, Cayman Islands, 21 - 23 September, 1999

Note on Media Accreditation
The Cayman Islands will host the annual meeting of Commonwealth Finance Ministers from 21 - 23 September, at the Marriott Beach Resort Hotel, Grand Cayman. The meeting will bring together Ministers and delegations from the 54 member countries of the Commonwealth.

The special theme of the meeting is the reform of the international financial architecture and strengthening of global economic governance, and a possible Commonwealth role in promoting a balanced agenda and broad-based discussion of the issues involved. Additional topics expected to be discussed are the current world economic situation and prospects; IMF\World Bank issues which will feature prominently in their annual meetings, and the Cologne initiative for Heavily Indebted Poor Countries (HIPC) decided at the June 1999 G8 summit. The focus there will be on the need to align the initiative to poverty reduction objectives. Ministers will also discuss the joint Commonwealth\World Bank report on the problems of small states and recommendations for action to international financial institutions to mitigate their vulnerability, and the report of the Commonwealth expert group on good governance and elimination of corruption in economic management.

The Commonwealth meeting is always held just before the annual meetings of the International Monetary Fund (IMF) and the World Bank, which this year will again take place in Washington, DC. Ministers and senior officials will have an opportunity to exchange views on subjects that are likely to be on the IMF-World Bank meeting agenda.

All journalists wishing to attend the meeting in the Cayman Islands should complete the attached Accreditation Form and return it to the Information and Public Affairs Division, Commonwealth Secretariat, by Friday, September 3. Kindly note that accreditation must be processed in advance in order for the Cayman Islands Immigrations and Customs Departments to simplify entry procedures for journalists.

Media Facilities and Accreditation
Media representatives wishing to cover the Commonwealth Finance Ministers Meeting must be accredited in order to have access to the facilities. Passes will be issued by Government Information Services and distributed on-site from the Press Centre between 0900 and 1200 hours on Tuesday, 21 September. The centre will be located in Rooms 312 & 314 on the 3rd floor of the Marriott Beach Resort Hotel, Grand Cayman.

Upon presentation of press passes, a shuttle bus between the hotels will be available to the media. The bus schedule will be included in press kits.

Accreditation is open to all bona fide news organisations. Freelance media representatives must be sponsored by a recognised news organisation and attach a letter of assignment to the accreditation form. The attached accreditation form should be completed and sent to the Commonwealth Secretariat by fax on or before Friday, 3 September 1999.

Media representatives are required to book and pay for their own hotel accommodation and are advised to contact the following hotels where a limited number of hotel rooms have been block-booked, before Friday, 27 August 1999:

Please refer to the blocks booked by the Portfolio of Finance for the Commonwealth Finance Ministers Meeting when speaking to the hotels. Both have extended the same accommodation package to visiting journalists as is offered to delegates: a tariff of US$170.50 per night, single/double occupancy, inclusive of breakfast and all taxes. Allocation re both hotels will be made on a first come, first served basis. Media are strongly advised to book their accommodations by the above-mentioned deadline to ensure lodging in these hotels.

Media from outside the Cayman Islands must hold a valid passport. Visas (obtainable from the nearest British Embassy) are required from citizens of all countries except those of the Commonwealth, the European Community, the US or Canada. Health certificates are not required for entry into the Cayman Islands.
