Strengthening Local Democracy is Key to Meeting MDGs, Says Deputy Secretary-General Florence Mugasha

Commonwealth Deputy Secretary-General Florence Mugasha will deliver a keynote address to members of the Commonwealth Local Government Forum African Symposium Board Meeting on 26 April 2006 in Kampala, Uganda. The speech will be on the theme: The Challenge for the Commonwealth in Promoting Local Democracy, Good Governance and Localising the Millennium Development Goals (MDGs).

In her speech, the Deputy Secretary-General will outline the importance of effective intergovernmental relations, linkages between local democracy and good governance, and ensuring effective delivery of the MDGs at the local level.

"The Commonwealth today faces many challenges that threaten the livelihoods of ordinary people. The Millennium Development Goals are the key to helping millions of people, and localising democratic structures can provide the impetus needed to get the MDGs back on track", said the Deputy Secretary-General.

Mrs Mugasha is expected to emphasise the link between democracy and development as well as focus on a MDG-based international trade policy which aims to 'increase the competitiveness of Commonwealth member states in international trade. We believe that the most powerful way to combat poverty is to increase trade opportunities of the developing countries.'

Commonwealth Deputy Secretary-General Florence Mugasha was appointed Deputy-Secretary-General on 1 May 2002 having served since November 1996 as Head of Public Service and Secretary to Cabinet in the Office of the President of Uganda. Mrs Mugasha was the first woman Head of Public Service in Africa, and was closely involved in the African Association for Public Administration and Management. Mrs Mugasha is a member of the Board of Directors of the Commonwealth Association for Public Administration and Management (CAPAM).

The Commonwealth Local Government Forum African Symposium Board Meeting will be held on 26th April 2006 in Kampala, Uganda, at the Munyonyo Resort.
