Commonwealth Secretary-General to Address Swaziland Parliament on New Constitution

Commonwealth Secretary-General Don McKinnon will be travelling to Swaziland on 10-11 February 2006 to attend the State Opening of Parliament and adoption of its new constitution.

The Secretary-General's visit follows an invitation by King Mswati III.

The Secretary-General's discussions with the King and senior members of his Government will focus on continuing Commonwealth support towards the implementation of the new constitution and generally towards the strengthening of democratic processes and institutions in Swaziland. The Secretary-General will also deliver a keynote address to a joint sitting of the House of Assembly and the Senate.

In London today, the Secretary-General said:

"I am pleased and privileged to be visiting Swaziland at a defining moment in its history, because the new constitution marks a new phase in the life of this nation. Swaziland now has a new supreme law and a good foundation on which to build for the future.

"The Commonwealth has always emphasised that the attachment of the people to their culture and tradition is not in any way incompatible with the principles of democracy. We believe that people can remain true to their cultural heritage while also embracing democracy and popular participation in government. The new constitution is a first but vital step in this direction for Swaziland."

Note to Editors: The Commonwealth provided considerable technical assistance in support of the drafting of the new constitution and the public awareness programme that preceded its adoption by Parliament. The Commonwealth is also providing technical assistance to the Swaziland National Elections Office.
