Commonwealth Experts for Lesotho Local Elections

A Commonwealth Expert Team will be present for the Local Elections which are to be held in Lesotho on 30 April 2005. The Team will be organised by the Commonwealth Secretariat and the Commonwealth Local Government Forum and will consist of:

Councillor J E Otekat
Chair of the Commonwealth Local Government Forum,
President of the Uganda Local Government Association and
Chairperson of the Soroti District
Uganda

Councillor Leslie Lynch
Councillor on San Fernando City Council, and
Member of the Local Government Association,
Trinidad and Tobago

Ms Angela Odah
National Co-ordinator,
Transition Monitoring Group (democracy NGO)
Nigeria

The Team will be assisted by Mr Linford Andrews, Political Affairs Officer in the Political Affairs Division of the Commonwealth Secretariat. It will begin work on Monday 25 April 2005.

The experts will be briefed in the capital, Maseru, by the Ministry of Local Government, the Independent Electoral Commission, representatives of political parties, civil society organisations, Commonwealth diplomats and other election observers. They will observe the preparations for the Local Elections, the polling, counting and results process and the overall electoral environment.

The decision to send the Commonwealth Expert Team follows an invitation from the Independent Electoral Commission.

Note to Editors:

The members of the Expert Team will remain in Lesotho until Friday 6 May 2005. Their report will be submitted to the Commonwealth Secretary-General, Don McKinnon and the Commonwealth Local Government Forum and will then be transmitted to the Government of Lesotho, the Independent Electoral Commission and the political parties. Thereafter copies will be circulated to all Commonwealth governments and the report will be made public. The members of the Team have been invited in their individual capacities and the views they express regarding the elections will be their own and not those of their respective Governments, of the Commonwealth Secretariat or of the Commonwealth Local Government Forum.
