A two-person Independent Review Team has been appointed by the Commonwealth Secretary-General, Don McKinnon, to review the operation of the arrangements between the Antigua and Barbuda Government and the Local Council on Barbuda, agreed at the Antigua Constitutional Conference held at Lancaster House, London, in December 1980.
The team consists of Professor Denis Benn, the Michael Manley Professor of Public Affairs and Public Policy at the University of the West Indies, and Mr Pierre Bienvenu, a leading Canadian Lawyer. They will arrive in Antigua on 17 July 2000 to commence their work.In making the announcement Mr McKinnon said: "I am delighted that such an eminent team has accepted my invitation to take on this important assignment in pursuance of the 1980 Lancaster House Agreement. Professor Benn and Mr Bienvenu will bring to this mission a wealth of experience and expertise which should ensure that their eventual report is helpful to all the parties concerned".

The proposal that there should be a Commonwealth Team to review the operation of the present arrangements between the Government of Antigua and Barbuda and the Barbuda Council was first raised at the Antigua Constitutional Conference held at Lancaster House, London, in December 1980. The Secretary-General's decision to constitute such a team follows a request from the Prime Minister of Antigua and Barbuda, Hon Lester Bird, and has been welcomed by the Barbuda Council.
