Former Barbados Central Bank Governor appointed Commonwealth Deputy Secretary-General

Winston A Cox, former Governor of the Central Bank of Barbados, has been appointed Commonwealth Deputy Secretary-General, with responsibility for Development Co-operation, with effect from 1 September 2000 

"I am happy to have on board an experienced professional who can oversee our efforts to promote development, drawing on his knowledge of the challenges of globalisation and technological advancement and the critical needs of greater capacity building and skills development", said Don McKinnon, the Commonwealth Secretary-General. 

A graduate of the University of the West Indies, with an MSc (Economics) from the Instituteof Social Studiesin Holland, Mr Cox joined the Central Bank of Barbadosin 1974 and was Adviser to the Governor from 1982-7, before moving as Director of Finance in the Ministry of Finance from 1987-91.  After a spell in the private sector he returned in 1997 as Governorof the Central Bank. He is currently on assignment with the International Monetary Fund.

Mr Cox is married, with five children.   

He succeeds Mr E N C Hare, a former Canadian diplomat, who retired last November after five years in the Secretariat.
