Envoy recalled from Zimbabwe

Commonwealth Secretary-General Don McKinnon issued the following statement today: 

I have recalled Dr Moses Anafu from the Commonwealth election observer mission in Harare and he is currently en route to London.  

Whilst I was in the Pacific last week Dr Anafu's involvement with Petra/Oryx was brought to my attention. I spoke to him from Papua New Guinea last Sunday, 28 May 2000. I asked Dr Anafu for a verbal and written explanation of the reports I had read in various papers. 

I received Dr Anafu's written explanation of his involvement with Petra/Oryx when I was in Auckland on Thursday, 1 June. In both the verbal and written statements Dr Anafu clarified that he had not yet been appointed a non-executive director and assured me that he had received no remuneration from the company. Early this morning, immediately on my return to London, I again spoke to Dr Anafu who has now indicated that he had received payment for some travel costs.  

Given Dr Anafu's confirmation of his involvement with these companies, it is inappropriate that he continue to be involved in the Commonwealth observer mission in Harare.

I will naturally consider the wider implications of this matter within the Secretariat.
