The Commonwealth Ministerial Action Group on the Harare Declaration (CMAG), comprising Ministers from eight Commonwealth countries, will meet in London on Monday and Tuesday (17 and 18 February) to consider developments in The Gambia, Nigeria and Sierra Leone. The Ministers will also begin to consider preparations for their report to the Commonwealth Heads of Government Meeting (CHOGM) in Edinburgh in October this year.
Next week's meeting will be the Group's sixth since CMAG was established by Commonwealth Heads of Government when they met last in November 1995, in New Zealand. Its mandate is to deal with serious and persistent violations of the Commonwealth's fundamental political principles, such as respect for democracy and human rights, as contained in the Harare Commonwealth Declaration, 1991. Nigeria was suspended from Commonwealth membership at the New Zealand summit pending its return to compliance with the principles of the Harare Declaration.
The CMAG Ministers from Britain, Canada, Ghana, Jamaica, Malaysia, New Zealand, South Africa and Zimbabwe will assess the Group's visit to Nigeria last November. They will also consider the question of Sierra Leone's approach to the Commonwealth to provide monitors to oversee the peace process in that country, and will review the final phase of The Gambia's transition to civilian rule.
CMAG is chaired by The Hon Dr Stan Mudenge, Foreign Minister of Zimbabwe. The Vice-Chairman is The Rt Hon Mr Don McKinnon, Minister of Foreign Affairs of New Zealand.
