Commonwealth parliamentarians have a role to play in promoting democracy and development
Commonwealth Secretary-General Don McKinnon addressed members of the Commonwealth Parliamentary Association (CPA) at its 50th Conference in Quebec City, Canada, on 4 September 2004.

In his keynote address, Mr McKinnon discussed the role Commonwealth parliamentarians can play in promoting democracy and development.
