Commonwealth Tax Administrators Discuss Revenue Strategies

A Commonwealth tax conference and workshop to be held in Lusaka, Zambia, from 5 to 10 September 2004 will examine how Commonwealth countries can maximise their tax revenues.

The 25th annual technical conference and workshop of the Commonwealth Association of Tax Administrators (CATA) will bring together more than 110 delegates from CATA member countries to discuss capacity-building of revenue agencies and strategies for widening tax bases. 

Zambia's Minister of Finance and National Planning, Ng'andu Peter Magande, will inaugurate the conference, which is CATA's biggest annual event.  

CATA Executive Director Zahir Kaleem said: "The conference aims to be a forum for senior tax administrators across the Commonwealth to meet and discuss problems of common concern; to enable them to enhance their skills; and to help update their technical knowledge. 

"One of the main objectives of the event is to expose senior officials to the latest approaches and techniques in tax management and administration. It will enable delegates to share experiences and best practices."

Among other issues, delegates will look at whether tax bases in individual countries cover all potential revenue generation sources; and whether tax administrations are collecting the maximum collectable tax from sources already included in their tax bases. There will also be discussion on topics such as the role of information technology in expanding tax bases, taxpayer education, and strategies to contain the size of the informal sector.

CATA is an intergovernmental organisation established as the result of a decision taken by Commonwealth finance ministers meeting in Barbados in 1977. Between 1994 and 2003, a total of 712 tax officials had attended CATA's annual technical workshops.
