Commonwealth parliamentarians have a role to play in promoting democracy and development
Commonwealth Secretary-General Don McKinnon will address members of the Commonwealth Parliamentary Association (CPA) at its 50th Conference in Quebec City, Canada, on 4 September 2004.

The conference runs from 1 to 9 September in Quebec City and Toronto and will bring together members of parliament from across the Commonwealth. It will focus on the theme 'Responsibilities and Rights of People and Parliaments in a Global Community'.

In his keynote address, Mr McKinnon will discuss the role Commonwealth parliamentarians can play in promoting democracy and development.

Speaking before his departure for Canada, the Secretary-General said: "In today's globalised world, many decisions are taken far away from the people. Parliamentarians have a crucial role to play in building bridges between the people and centres of power. The Commonwealth Secretariat and the CPA have a long track record of strong collaboration and I'm sure that this event will help strengthen the role parliamentarians can play in delivering better prospects and greater opportunities to all Commonwealth people."

During his stay in Quebec City from 2 to 5 September, Mr McKinnon will also meet with the Governor-General of Canada, Adrienne Clarkson.
