'Poverty, Democracy and Development' by Dr S K Rao outlines various issues faced by the Commonwealth Expert Group on Development and Democracy as they examined the relationship between these different situations that impact on each other. Dr Rao reviews the extent of poverty and asks whether the world is on track to fulfil the Millennium Development Goals of poverty eradication and social progress. He notes that some of the particular challenges confronting democracies today include the spread of conflict, problems of transition to democratic and market freedoms, globalisation, HIV/AIDS and degradation of the environment.

 The links between conflict, poverty and development are discussed and suggestions made of possible ways to garner support for democracies to combat poverty. The publication advocates for pro-poor growth, participatory processes and empowerment of the poor. The author stresses the importance of improving health and education policies, besides enhancing trade and reform of the finance industry. He stresses that aid and debt are also areas that must be addressed. 

 'Poverty, Democracy and Development' also examines possible strategies for winning greater global support for democracy and development, including the role of the Commonwealth. 

Dr Rao is an eminent economist who worked for both the Indian Government and Commonwealth Secretariat for many years. He is now the Principal of the Administrative Staff College of India in Hyderabad. The Group was chaired by the Hon Dr Manmohan Singh, the current Prime Minister of India.
