CFTC assistance has helped to boost human resource and institutional development

The Commonwealth is a significant player in the development of Maldives through its assistance in developing the country’s institutional as well as human capacity, said Dr Hussain Niyaaz, Head of the Department of External Resources of the Maldives Ministry of Foreign Affairs.

Dr Niyaaz, who was at the Commonwealth Secretariat in London, UK, on 25 June 2008 for a meeting with officials, told Commonwealth News that assistance provided to Maldives through the Commonwealth Fund for Technical Co-operation has helped the country in improving public administration and governance, including corporate governance.

“The Commonwealth has helped us in strengthening the Civil Service Commission through training and capacity-building,” said Dr Niyaaz. “It is also assisting us in the drafting of our new Constitution. We are looking for assistance in developing capacity in the legislative and justice sector.”

CFTC

The Commonwealth Fund for Technical Co-operation (CFTC) is the principal means for providing technical assistance to Commonwealth countries. It is a mutual and voluntary fund and members contribute resources according to their ability and draw on them according to their needs. More...

Maldives has also benefited from CFTC assistance for the development of its Capital Market Development Authority, which included the establishment of a stock market in January this year. The Finance Ministry’s Economic Resource Management Department is using the Commonwealth Secretariat Debt Recording and Management System which facilitates the analysis of data for debt servicing be it domestic or foreign, or short, medium and long-term debt in a more effective and integrated way.

“The Commonwealth has a competitive advantage in providing technical assistance in various fields. As Maldives is going to graduate from a Least Developed Country status, organisations such as the Commonwealth will become more important for us in facilitating equitable socio-economic development,” said Dr Niyaaz.

Maldives has benefited from more than £1.5 million in direct country assistance in the past eight years in addition to pan-Commonwealth CFTC assistance valued at more than £35 million.
