
The six-day seminar on ‘Managing Complexity in Networked Government’ is jointly organised by the Commonwealth Secretariat and Singapore’s Ministry of Foreign Affairs.

To sharpen the skills of permanent secretaries who provide strategic advice and leadership in support of their minister's portfolio, central government agencies or cabinet co-ordinating bodies, a seminar funded by the Commonwealth Fund for Technical Co-operation (CFTC) and the Singapore-Commonwealth Third Country Training Programme is being held in Singapore from 26 July 2006.
The six-day seminar on 'Managing Complexity in Networked Government' is jointly organised by the Commonwealth Secretariat and Singapore's Ministry of Foreign Affairs.
It is being attended by 16 permanent secretaries from around the Commonwealth. The seminar will enhance the competencies of the participants and enable them to better handle key issues, strategies and tools in the management of their portfolios.
"Portfolio management is about ensuring that all actors and organisations within a minister's portfolio work together in a coherent fashion, while respecting necessary degrees of independence. This involves leadership development, good governance and third-party engagement, which this seminar will focus on," said Richard Gold, Interim Director of the Secretariat's Governance and Institutional Development Division (GIDD).
"This programme will enable permanent secretaries to support their minister, promote good governance and serve public interests with greater confidence and impact."
John Wilkins, GIDD Adviser (Public Sector Management) and Head of the Special Programmes Section, expects that public service leaders will be able to share their experiences on ways to shape public sector reform and achieve excellence, responsiveness and integrity in public service delivery.
