New Publication: ‘Managing Change in Local Governance’

20 July 2006

Decentralisation has become an integral part of local government reform programmes in recent years. But how does one put these changes into effect?

'Managing Change in Local Governance' applies recent thinking in change management to make local governance systems more responsive. It looks at the drivers for change in local government and the factors that need to be taken into account to ensure success.

Written by experts from the International Development Department (IDD) at the University of Birmingham, United Kingdom, and advisers at the Commonwealth Secretariat, the book is a central source of information on local government reform programmes for senior managers, policy-makers, students and researchers.

The publication features articles under three main headings: drivers for change in local governance, agenda for change in global governance and case studies.

Articles include: 'The Challenges of Democratic Decentralisation' by Nick Devas, Director of IDD; 'Ontario's Municipal Performance Measurement Programme: Fostering Innovation and Accountability in Local Government' by John Burke, Deputy Minister in Ontario's Ministry of Municipal Affairs and Housing; and 'Local Government and International Development -- Perspectives and Selected Case Studies' by Samantha Page and Joyce Lee of the UK Local Government Alliance.

The book is edited by Dr Munawwar Alam, Adviser with the Commonwealth Secretariat's Governance and Institutional Development Division, and Andrew Nickson, Reader in Public Management at the IDD, University of Birmingham.
