Reviewing the Impact of CFTC Programmes in the Caribbean

Commonwealth countries in the Caribbean and regional organisations will meet in Grenada from 24 to 27 January 2006 to identify challenges, constraints and development priorities for the Commonwealth Secretariat's technical assistance programmes. At this regional consultative meeting of the Commonwealth Fund for Technical Co-operation (CFTC), Commonwealth Deputy Secretary-General Winston Cox will work with government representatives to review and assess the impact of the Commonwealth's development programme and projects. The last such Caribbean regional consultation was held in November 2003.

"Regional consultations such as these made a significant contribution to determining the strategic focus of the Secretariat's four-year Strategic Plan 2004/05 to 2007/08, as well as the allocation of resources to fund the current Operational Plan from July 2004 to June 2006," said the Deputy Secretary-General.

At present, the Secretariat is undergoing a mid-term review of the Strategic Plan in London, UK, and performance assessments such as the forthcoming consultation in Grenada will feed into the review and the formulation of the 2006 to 2008 Operational Plan.

"These consultations will provide an opportunity to discuss whether there should be any changes in the strategic balance, direction and modes of implementation of the programmes of assistance during the next Operational Plan budget. Senior government officials can contribute to the identification and prioritisation of a country's national development needs. They can help to incorporate results-based management and performance reporting into Secretariat programmes and monitor and evaluate CFTC programmes," stated Mr Cox.
