The 'Commonwealth Ministers Reference Book 2005' is a handbook that provides useful information on Commonwealth and global issues. It features sections on good governance and peace-building; economic growth and stability; sustainable development; education; health; information and communications technology; energy; transport and security; and media, sport and culture.
An article on 'Preventive Diplomacy - The Commonwealth Approach to Conflict' by Dr Victor Pungong, Head of the Good Offices Section, Political Affairs Division of the Commonwealth Secretariat, looks at conflict prevention and peace-building. He states: "The work that the Commonwealth has done and continues to do through its quiet, behind-the-scenes diplomacy will help tilt the scales of international efforts and resources towards conflict prevention as opposed to conflict management and peacekeeping."
He says the key to conflict prevention, in addition to the long-term efforts at promoting sustainable peace and development, lies in persuading states to accept early international assistance to defuse disputes and crises with the potential to cause violent conflict.
Other chapters focus on the strengthening of democracy to support pro-poor development; women, conflict and the Commonwealth; the Commonwealth's Plan of Action for Gender Equality; an assessment of the Commonwealth Private Investment Initiative; and reducing risk and vulnerability to natural disasters in the Commonwealth.
