The reports of the Commonwealth Observer Group and Commonwealth Expert Team that were in Mozambique for the parliamentary and presidential elections held on 1-2 December 2004 were released by the Commonwealth Secretariat on 7 January 2005.

The Observer Group (which was present for the end of the campaign period, the voting and the counting of votes at the polling stations) and the Expert Team (which was present for the rest of the results process) had been sent there by the Commonwealth Secretary-General.

On 22 December 2004, following his receipt of the Expert Team report, the Secretary-General sent copies of both reports to the President of Mozambique. He subsequently sent copies to the Chairman of the Comissão Nacional de Eleições (National Electoral Commission), representatives of the main political parties, and Commonwealth governments.

The full texts of both reports, together with Portuguese translations of the Conclusions and Recommendations of each, are available for download here. These reports are reproduced in the form in which they were signed by the participants prior to their departure from Mozambique.
