A Commonwealth Expert Team will be present for the General Election in St Kitts and Nevis on 25 October 2004.

The Team -- which started work on 19 October -- comprises parliamentarian and former Opposition leader in Barbados, David Thompson; and James Morrison, Member of the Association of Electoral Administrators, United Kingdom.

They are being assisted by two Commonwealth Secretariat staff. The Experts will be briefed by the country's Electoral Commission, representatives of political parties, civil society organisations, Commonwealth diplomats and other election observers.

The Team has been asked by the Commonwealth Secretary-General to observe preparations for the General Election, the polling, counting and results process, and the overall electoral environment. It will remain in St Kitts and Nevis until 28 October 2004.

The Experts have been invited in their individual capacities and the views they express regarding the elections will be their own and not those either of their respective governments or of the Commonwealth Secretariat.

The decision to send the Commonwealth Expert Team followed an invitation from the Prime Minister of St Kitts and Nevis, Dr Denzil Douglas.

The report will then be made public.
