“Side-by-side with combating terrorism and extremist ideologies with every possible means, we must reduce perceptions of alienation and marginalisation,” writes Mr McKinnon in a Foreword to ‘The Commonwealth Yearbook 2006’, published on 10 May 2006.
“We must promote mutual respect, understanding among communities and more inclusive globalisation. Our promotion of tolerance and inclusion builds on our fundamental Commonwealth values of democracy, the rule of law, equity and human rights.”
Mr McKinnon pointed out that although most Commonwealth countries have signed and ratified both the international covenants of 1966 that form the bedrock of international law on human rights (on Civil and Political Rights, and on Economic, Social and Cultural Rights), there are still some members who have not.
“We cannot show world leadership or take full credit for all the work we do internationally on fundamental human rights until the day when all our members have committed themselves to those covenants,” he stressed.
A leather-bound copy of ‘The Commonwealth Yearbook 2006’ was presented to Her Majesty Queen Elizabeth II, Head of the Commonwealth, on 9 May 2006 during a lunch hosted by the Secretary-General and representatives of Commonwealth governments in honour of the Queen’s 80th birthday. A copy was also presented to HRH The Duke of Edinburgh.
The Yearbook is a reference guide to the governments of the 53 member countries, as well as the organisations that work to promote international co-operation and partnerships between the public and private sectors and international development agencies.
The Yearbook contains much research compiled by the Commonwealth Secretariat and unavailable elsewhere, as well as information provided by governments and Commonwealth organisations. It contains profiles of member countries and their overseas territories and associated states, and Commonwealth organisations. It provides information on the evolution, role and operations of the Commonwealth, including programmes and initiatives and full texts of key communiqués and declarations.
It also includes a directory of some 100 Commonwealth organisations, with full profiles of leading intergovernmental bodies. It is a useful reference for governments, non-governmental organisations, businesses, students and all interested or involved in international development.
