The Cotonou Agreement is an international accord signed in June 2000 covering development assistance, trade and political relations between the European Union and the 79 members of the African, Caribbean and Pacific Group of States (ACP). 

This new Commonwealth Secretariat publication uses a question and answer format to simplify the agreement, making it more understandable.

The overall purpose of the guide is to provide, through answering the 149 simple questions, information on what is possible under the Cotonou Agreement. Its ultimate aim is to create a better understanding of the agreement, so as to maximise the benefits which people in ACP countries gain from it. 

Produced by the Secretariat's Economic Affairs Division, the guide is divided into four main parts. The first provides a general introduction to the structure of the Cotonou Agreement and explains where its various provisions can be found. 

Part two takes a more detailed look at the financial and technical co-operation agreements established under the Cotonou Agreement. In this section, the guide reviews basic provisions for the involvement of non-state actors and the private sector, outlining their roles in the implementation of co-operation activities.

Part three examines trade arrangements under the agreement, while part four deals with political relations within the framework of the accord. The areas covered include: the scope of political dialogue; the basic principles underpinning the ACP-EU relationship; the commitments entered into through endorsement of these principles; and commitments made on peace-building, conflict prevention and conflict resolution.
