Valedictory Function on Commonwealth Asia Region Workshop on Youth & Local Self-Governance

The five-day Commonwealth Asia Region Workshop on Youth & Local Self-Governance and the Role of Youth, which was jointly, organized, by the Ministry of Youth Affairs and Sports, Government of India and the CYP Asia Centre in its premises from 16-20 April, 2007. The Valedictory Function commenced with the welcome address delivered by Mrs. Saraswathy Rajagopal, Programme Manager Youth Development, CYP Asia Centre and the co-coordinator of the workshop.

Mr. R.K. Mishra, Regional Director, CYP Asia Centre addressed the guests and the participants. The Chief Guest of the function; Prof. B.S. Ghuman, Chairperson, Department of Public Administration and Dean, Faculty of Arts, Punjab University delivered the Valedictory Address. Mr. A.K. Saran, Under Secretary, Ministry of Youth Affairs and Sports, Government of India delivered the vote of thanks.

Seven countries of the Commonwealth Asia Region participated in the workshop that facilitated discussions on their country experiences, with inputs provided by experts from India. The workshop brought out some key recommendations, which include:

  • Mandatory representation of young people in Local Government Institutions.
  • Earmarking of budget for youth centric activities
  • Capacity building programmes for both elected members of self-governance as well as for young people in general to ensure their effective participation.
  • Networking among community based organizations both at the national and regional level.
  • Dissemination of best practices in local self-governance and promotion of youth exchange programme.

It was proposed that the recommendations put forward by the workshop be adopted by member countries of the Asian region and the CYP Asia Centre for promoting youth participation in local self-governance at the country as well as the regional level. The Chief guest for their industrious efforts presented the participants with certificates and mementos.

The organizers expressed deep gratitude towards the officials at Municipal Corporation, Chandigarh and the Zilla Parishad, Patiala for facilitating very informative and interactive field visit, which has substantially enhanced the understanding the mechanics, and challenges of the local self-governanace in the rural and urban sector.
