General Information
The Commonwealth Youth Programme (CYP) supports the activities of member
governments investing in young people through the development of policies and
programmes which address enterprise, health and environmental issues. The
objective is to establish and strengthen youth ministries and independent youth
networks to support policy and programme development based on the active
participation of young men and women.
The CYP Centres assist the Commonwealth governments in the region to formulate
policies and programmes for youth development, working collaboratively with
governments, young people and other stakeholders.
Job summary
The Regional Director leads a team of three CYP International Programme staff and
also the support staff at the Regional Centre. In addition to developing,
implementing, monitoring and evaluating the CYP's three-year Strategic Plan, the
Regional Director convenes and provides secretarial services to the CYP Regional
Advisory Board, Regional Youth Forum Meeting and also assist in the preparation of
the Commonwealth Youth Ministers' Meeting.
Task description
1. Responsible for the developing regional strategy and operational plans to
ensure the effective implementation of Commonwealth Youth Programme
mandates by:
Developing the three-year strategic plan for the centre in consultation withmember countries, the Regional Advisory Board and the Regional Youth
Forum;
Developing annual regional operational plans and forecasting financial projectallocations
Managing the organisation of regional consultative meetings2. Responsible for the implementation of the centres work to ensure the
programmes fulfil the agreed strategic plan by:
Reviewing current and proposed programmes to ensure they are in line withthe CYP's mandates
Developing processes for evaluating operational outputs/outcomes
Overseeing the financial expenditure on Projects
Ensuring compliance with CYP Procedures
Networking with other development agencies and NGO's in the regional andmobilising financial and other resources for CYP activities
3. Overall management of the CYP Regional Centre by:
Managing the performance and assisting the three Programme Managers inthe achievement of their objectives
Facilitating staff development
Managing the support staff performance and output
Ensuring efficient and effective financial management of the Regional Centre
Ensure compliance with guidelines for administration and financial procedures4. Prepares periodic reports for the Pan-Commonwealth Office in London
5. Undertakes any other duties as may be assigned by the Director of Youth
Affairs from time to time
Person specification
A degree in Social Science or Humanities
10 years progressive experience in youth work, community development,social development, programme management or development.
Experience of managing staff and resources
Experience of dealing with Governments as partnersDesirable
A post-graduate qualification in a relevant field.
Experience gained in a developing countryCompetencies
Applicants should be able to demonstrate:
Advocacy, negotiation and leadership skills.
A track record in planning, programme development, implementation andevaluation.
Experience in financial and people management skills.
A good knowledge of youth issues, including priorities and activities inmember countries of the region.
A good understanding of the diverse cultures of the region, and its social andpolitical realities.

GENERAL TERMS AND CONDITIONS OF SERVICE
POST OF REGIONAL DIRECTOR
COMMONWEALTH YOUTH PROGRAMME AFRICA CENTRE
1. Basic Salary
The salary scale attached to the post is £19,309: £19,845: £20,381:
£21,454: £22,526 per annum through 5 increments, which are paid
annually subject to satisfactory performance reports.
2. Salary Payment
Paid monthly in arrears.
3. Gratuity
The Secretariat pays 15% of the basic salary at the end of each contract of
service; Alternatively, if the appointee is already a member of an
occupational pension scheme, the Secretariat will contribute to the cost of
the employer's contribution to the scheme provided it is within this limit.
4. Expatriation Allowance
15% of the basic salary for a married appointee, 10% of basic salary for an
unmarried appointee.
5. Tax
Your emoluments and allowances are free of tax in Zambia but the
Commonwealth Secretariat will not be responsible for any taxes on your
emoluments or other allowances which may be payable elsewhere.
6. Installation & Termination Grant
A non-accountable installation grant of 6% of salary for a single officer, 9%
of salary if accompanied by spouse or dependant children. The termination
grant will be paid to you at the conclusion of your appointment on the same
basis as the installation grant
7. Airfares
Economy class air travel for appointee and dependants will be provided.
8. Transportation of Personal Effects
An accountable allowance to meet the costs of packing, transporting and
unpacking personal effects up to 500 cubic feet. In addition, up to 15 kgs of
excess accompanied luggage by air for self and each dependant is allowed.
These allowances are payable on commencement and termination of
appointment.
9. Subsistence Allowance on Arrival and Departure
You will be provided with, on arrival, subsistence allowance at prevailing
United Nations daily rate for the first 15 days of your stay in Lusaka or until
the rent free accommodation is available, whichever is earlier. If the rent
free accommodation is available within the first 15 days of arrival subsistence
will cease or be recoverable from the date that the accommodation is
available.
You will receive the full rate for yourself, 75% for spouse and 50% for each
dependant child. As subsistence rates fluctuate on a monthly basis you
should ascertain just prior to your travel the rate prevailing at that time.The
allowances are payable on termination of appointment as well if the rent free
accommodation is not available until your last day in Lusaka.
10. Accommodation Allowance
Rent free accommodation or a reasonable accommodation allowance will be
provided.
11. Education Allowance
An accountable education allowance of up to £4025 per annum for each
dependent unmarried child under 21 years in full-time attendance at an
approved educational institution. This allowance is in respect of tuition,
registration and examination fees.
12. Insurance
Medical Insurance : see attached details
Life Insurance:
See attached statement: Please ensure that you complete the nomination
form.
If it is decided that the Scheme will cease you will be informed accordingly.
This is an annual policy and the premium is paid by the Secretariat
Vehicle Insurance
In the event that you operate a vehicle in India you will be required to carry
such third party, or other insurance cover as maybe required by the laws of
Zambia
13. Leave
30 working days annually to be approved in advance by the Director of Youth
Affairs Division, Commonwealth Secretariat.
14. Sick Leave
Entitlement to paid sick leave is as follows:-
(a) During the first year of service, on full pay up to a maximum of one
week for each 4 weeks served;
(b) After 12 months service, on full pay up to a maximum of 3 months (91
days), in any period of 12 months;
(c) Should an appointee's contract be extended beyond 5 years of service
he/she will be entitled to receive full pay up to a maximum of 6
months (183 days) in any period of 12 months; and thereafter on half
pay to a maximum of 12 months in any period of 4 years;
(d) A medical certificate from a General Practitioner (or hospital for inpatient
care) will be required in respect of absences of 5 days or more.
15. Extension and Termination
Appointments are contracts of two years. Contracts may be extended by
mutual agreement and subject to full satisfactory performance. Staff at this
level normally serve for not more than three two-year contracts. The
Secretary-General will retain the flexibility to approve or decline extensions
as circumstances warrant.
This appointment may also be terminated by:-
(a) either party giving notice of 6 calendar months; or
(b) the Secretary-General giving written notice of one month in the event
of your acting in breach of the terms and conditions of this appointment or of
your not performing the appointment to the satisfaction of the Secretary-
General, or of gross misconduct on your part.
In the event of the termination of the appointment you will not be entitled to
any indemnity or to the payment of any salary or allowance beyond the
effective date of termination.
16. Confidentiality
You will not in the course of this appointment communicate to any person
any information known to you by reason of your official position which has
to be made public, except in the course of your official duties; nor submit
articles, books or other material for publication, without the prior
authorization of the Director of Youth Affairs Division, Commonwealth
Secretariat.
17. Full Time Service
You will not in the course or this appointment undertake, in Zambia or
elsewhere, any employment other than this appointment.
18. Disclaimer
The Commonwealth Secretariat will not be liable for any claims relating to
any illness, injury, disability or death or for any claims arising from loss or
damage to your personal property or arising out of any act or omission on
your part or on the part of your dependants.
19. Redress of Grievances
Where you wish to seek redress of any grievance relating to your
employment which has not been satisfactorily and speedily resolved within
the Centre or following representations to the Director of Youth Affairs
Division and/or the Human Resources Section of the Commonwealth
Secretariat, you should set out the nature of your grievance in writing giving
full details and submit it to the Deputy Secretary-General with responsibility
for the matter of your grievance. The Deputy Secretary-General shall deal
with the grievance as expeditiously as circumstances permit and may, if
considered appropriate, appoint another member of staff at headquarters in
London to investigate and report on the grievance. If a satisfactory
settlement is not reached within a reasonable time, you may refer the matter
directly to the Secretary-General for decision.
20. Commonwealth Arbitral Tribunal
(a) This appointment will be governed by a tribunal to be known as the
Commonwealth Arbitral Tribunal which has the right to determine issues
arising out of the performance of this appointment. The Tribunal shall be
constituted as prescribed in the Statute of the Tribunal and shall have
jurisdiction to hear all matters described in the Statute.
(b) Where a dispute arises in respect of the operation of this appointment,
that dispute shall be settled only by the Commonwealth Arbitral Tribunal.
Neither the Commonwealth Secretariat nor you shall have the right to have
such a dispute resolved by any other means and the decision of the Tribunal
shall be final.
(c) Paragraphs (a) and (b) above constitute, for the purpose of subsection
1(3) of the Commonwealth Secretariat Act 1966, an arbitration
clause in respect of this appointment giving rise to your employment by
the Secretariat.
