Thumbs up for the CYCI

27 October 2009

The Commonwealth Youth Credit Initiative (CYCI) in Namibia has scored many success stories. This is according to a report by a delegation from the Ministry of Youth, National Service, Sport & Culture and the National Youth Council of Namibia which recently visited the Commonwealth Youth Programme Regional Centre for Africa (CYP RCA).

CYPRCA began the roll out the Commonwealth Youth Credit initiative (CYCI) in the African Region in 2001, following the completion of the pilot phase in 2000. The delivery of the CYCI has involved different approaches and delivery methods in the various implementing countries.

The programme which utilizes an integrated development approach by working with governments, partner organizations, the private sector, civil society, youth structures and young people themselves was implemented under a pilot phase in Malawi, Namibia, Lesotho and Mozambique.

In Namibia the Pilot Phase of the programme was launched in March 2005, initially for a period of 18 months but was later extended by six months to end in March 2007. The two year Pilot Phase has demonstrated that the CYCI can be used as an effective tool to address the challenge of youth unemployment and poverty. Its positive results have prompted the Government of Namibia to encourage the CYCI to spur on this initiative into a fully fledged small business soft loan granting initiative

According to Mr. Patrick Haingura, Director of Youth Development and head of delegation he Government of Namibia has decided to roll - out the programme from the initial four regions of the pilot phase to all the thirteen regions of the country, which will run for a period of five years (2007-2012).

Mr. Haingura mentioned that since the implementation of the CYCI approximately over 2000 young entrepreneurs have been trained and about 1500 loans have been disbursed resulting in more than 2000 self employed jobs created. “The Scheme has potential if well supported, I wish to pay tribute to the Commonwealth Youth Programme (CYP) for driving the Commonwealth Youth Credit Initiative.” he added.

Ms. Zite Augusto of the Namibia Youth Council said that it would be of greater benefit if the jobs created could employ others. She added that the National Youth Council hopes to build linkages with other Youth Councils in the region with a view of establishing exchange programmes aimed at building capacity of young people so that they may contribute to national development and upgrade their skills and add value to their products.

The delegation lauded CYP Africa’s efforts in creating an enabling environment for young people and at the same time empower them to responsibly and meaningfully participate in key spheres of national development.

CYP Africa Regional Director, Mr. James Odit said CYP Africa is proud of the partnership with the Government of Namibia - which has greatly facilitated many youth development initiatives.

CYP reaffirmed its commitment to continue supporting the CYCI in Namibia.” The commonwealth will stand with the Government of Namibia in this noble cause of youth development by renewing its commitment to work in partnership to ensure appropriate levels of youth development." He said.
