Project Officer – Trade and Development (Short term temporary contract), Commonwealth Foundation

The objectives of the post holder are to work to:

  • Strengthen civil society capacity to participate in and influence policy debates on trade, poverty reduction and debt relief across the Commonwealth
  • Develop the Foundation’s trade portfolio

Reports to

Programme Manager – Governance and Democracy
Member of the Programme and Grants Group managed by the Senior Programme Manager

Responsibilities:

1. Develop terms of reference and convene a working group to provide advice and guidance on the Foundation’s trade portfolio.

2. In collaboration with a civil society working group on trade and other Foundation programmes, develop ideas for new initiatives in accordance with the Commonwealth Foundation’s strategic targets.

3. Work with the Programme Manager to identify capacity needs of beneficiaries in Commonwealth countries in the areas of trade and development

4. Assist with the identification of potential sources of funding and assist the Programme Manager with the development of project proposals.

5. Monitor the negotiations on trade taking place, particularly in the WTO and within regional and bilateral fora and prepare policy briefs and background papers for Commonwealth Foundation stakeholders on issues related to trade.

6. Develop terms of reference and manage the commissioning of expert papers on issues related to trade, Economic Partnership Agreements and poverty reduction.

7. Work with the Programme Manager to organise briefings with Commonwealth Foundation stakeholders on selected issues relating to trade, especially in the context of poverty reduction and Economic Partnership Agreements.

8. Assist the Programme Manager to organize one consultation on EPAs and Small States in West Africa and Pacific respectively.

9. Develop a dissemination plan of various project outputs and disseminate to all relevant stakeholders.

10. Develop a monitoring and evaluation framework for the project to assess the project’s impact based on the agreed expected outcomes and outputs; and analyse findings.

11. Undertake other duties as required which are appropriate to the purpose of the post and the skills and interests of the post holder.
