EXPLANATORY NOTE

This is the Report of the Commonwealth Observer Group which was present for the Sierra Leone Presidential and Parliamentary elections and run-off Presidential Election held on 11 August 2007 and 8 September 2007 respectively.

The Group’s report is reproduced here in the form in which it was signed by the Observers prior to their departure from Freetown, Sierra Leone. After transmittal to the Secretary General of the Commonwealth it was then sent to the President of Sierra Leone, the Chairperson of the National Electoral Commission, the main political parties and Commonwealth governments.
