MOZAMBIQUE LOCAL ELECTIONS REPORT - 16 JAN 04
This is the Report of the Commonwealth Expert Team which was present for Mozambique's Local Elections in November 2003.
It is reproduced here in the form in which it was signed by the Experts prior to their departure on 24 November.
The Report was delivered to the Commonwealth Secretary- General on Wednesday 26 November. It was then sent to the President of Mozambique, the President of the National Electoral Commission and Commonwealth governments. It was placed on this web-site and released to the media on Friday 23 January 2004.
