Study on the Commonwealth Secretariat's Follow-Up and Utilization of Evaluation Findings

The Commonwealth Secretariat’s Strategic Planning and Evaluation Division (SPED), formed in 1993, wished to undertake a study to assess the extent and quality of follow-up on recommendations arising from a sample of the more than 30 evaluation studies it has managed and conducted. Universalia Management Group, a Canadian consulting firm specializing in performance review and evaluation, was engaged to conduct the study in March 2003. The study was completed in October 2003.
