Small States - Issue 2, 2011

Welcome to the second issue of the Small States Digest, a periodic information sharing newsletter from the Commonwealth Secretariat, focusing on the needs and interests of Small States.

In this issue, the digest carries three main articles namely: “Diversification through Innovation: The case for small island developing states” by Keith Nurse; “Governance and Small states” by Liliana Curmi; and, “Public Private Partnerships – Mobilising private sector funding and expertise for public infrastructure” by Hee Kong Yong.

Keith’s article provides a broad framework for a proactive response to the current financial and economic crisis for SIDS, and discusses the importance of innovation policy to successful diversification in these states. The article by Liliana Curmi assesses how small states perform in terms of governance, using the “Kaufmann Index” as a yardstick. The third article by H K Yong considers some key issues that need to be addressed before public private partnerships can be used effectively as a policy option for public sector procurement.

As usual, the Digest also contains selected economic indicators, a listing of two recent publications on small states and a ‘recent and up-coming’ events section.
