Report on Education Section Work Programme 2003-2006

The three year period between the 15th Conference of Commonwealth Education Ministers (15CCEM) in Edinburgh in 2003 and 16CCEM in Cape Town in 2006 has been a mixed period for education in the Commonwealth and globally. During this period, the majority of Commonwealth countries maintained high primary and secondary school enrolment rates. A number of Commonwealth countries with low primary enrolment rates made impressive progress in both numbers enrolled and quality of education. A minority of Commonwealth countries in South Asia and Sub-Saharan Africa, however, still face considerable challenges and are not on track to attain Universal Primary Education (UPE) by 2015. At the same time, around 90 countries globally failed to attain the Millennium Development Goal (MDG) target of gender parity in primary and secondary education by 2005, and a significant number were Commonwealth countries. Achieving the education MDGs in all countries remains a priority for the Commonwealth, and progress in the Commonwealth will determine whether those Goals area achieved globally.
