The Commonwealth Secretariat utilises strategic partnerships in the implementation of its mandates
The Debt Management Section (DMS) has been collaborating with the West African Institute for Financial and Economic Management (WAIFEM), based in Lagos, Nigeria, since June 2000. This project covers DMS collaboration with WAIFEM over 2003/04 to 2005/06. Ongoing collaboration with WAIFEM is part of DMS' strategy to adopt a regional approach to delivering the debt programme. DMS aspires to conduct joint activities with WAIFEM every year. In addition two joint country missions with WAIFEM are projected during the project period.

MEFMI is a regionally owned institute with eleven member countries Angola, Botswana, Kenya, Lesotho, Malawi, Namibia, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
MEFMI strives to improve human and institutional capacities in the critical areas of macro-economic and financial management on a sustainable basis.
The Commonwealth Secretariat has been collaborating with MEFMI since its creation in building up capacity in the area of debt management. Seven MEFMI countries (Botswana, Kenya, Lesotho, Malawi, Namibia, Swaziland and Tanzania) use CS-DRMS.
The MEFMI hosts a Commonwealth Secretariat CS-DRMS Regional Adviser.

The Debt Management Section (DMS) has been collaborating with the Eastern Caribbean Central Bank (ECCB), based in St.Kitts, since 1987, when CS-DRMS was installed in the Eastern Caribbean region. Ongoing collaboration with ECCB is part of DMS's strategy to adopt a regional approach to delivering the debt programme. Several joint training workshops have already been held focussing on debt reorganisation and management using CS-DRMS 2000+. The main beneficiaries of the project will include, besides the ECCB Headquarters staff, participants from OECS (Organisation of Eastern Caribbean States) member countries (Anguilla, Antigua and Barbuda, the Commonwealth of Dominica, Grenada, St. Kitts, St. Lucia, Nevis, and St. Vincent and the Grenadines) as well as other Caribbean countries (including the Bahamas, Barbados, Belize, the British Virgin Islands, the Cayman Islands, Guyana and Jamaica). The project complements the joint Governance and Institutional Development Division(GIDD) and Special Advisory Services Division (SASD) project which aims at building debt management capacity in four selected regions including the Caribbean.
