Working Group on Teacher Recruitment

Ministers at Stoke RochfordThe Commonwealth Working Group on Teacher Recruitment (CWGTR) was set up following the 15th Conference of Commonwealth Education Ministers in October 2003, to develop appropriate and ethical codes of conduct for the recruitment of teachers in the Commonwealth. The group is chaired by Commonwealth Deputy Secretary-General Winston Cox.

The group met at Stoke Rochford, Lincolnshire, United Kingdom on 1 September 2004 and education ministers agreed on measures to address the international recruitment of teachers in member countries resulting in the adoption of the 'Commonwealth Teacher Recruitment Protocol'.

The Protocol addresses the rights and responsibilities of source countries, recruiting countries and recruited teachers. It was developed at the request of the 15th Conference of Commonwealth Education Ministers in Edinburgh, UK, in October 2003.
