The Special Advisory Services Division (SASD) is assisting the Southern African Development Community Secretariat (SADC) in developing a competition policy model with the aim of achieving harmonization and with time, a model competition law. The desire to establish an effective regional competition policy regime is one facet of the Regional Indicative Strategic Development Plan adopted by SADC Heads of State and Government in Dar-es-Salaam in August 2003. The RISDP is a blueprint for SADC's prioritized regional interventions for tackling poverty and underdevelopment through a strong regional framework for the exploitation of the region's natural resources and the creation of a large integrated regional market as a decisive lead factor for attracting foreign direct investment.
The development of competition policy and law is an area of growing interest and concern to countries engaged in the process of economic liberalisation. A suitable competition regime is a key factor to assist the smooth development of the private sector and to deal with anti-competitive behaviour and arrangements through appropriate regulatory and institutional mechanisms. The promotion of trade and investment within SADC regional integration arrangements has placed increasing emphasis on the development of appropriate competition policy regimes.
