CCPA was formed in 1971. The lead in forming CCPA was taken by the Postal Administration of Great Britain who hosted the first meeting in 1971. The aim was to create a regular gathering of Commonwealth Post Offices so as to provide a forum for discussing matters of mutual interest bearing in mind that, in terms of mail exchanges, Commonwealth countries are major trading partners of each other. CCPA has also traditionally provided a forum for the exchange of ideas and best practice.
In 1998, CCPA adopted the Kuala Lumpur Declaration, which sought to establish service standards for mail flows within the Commonwealth and to create a statement of Values for CCPA members. CCPA meets every two years with additional meetings being held immediately before UPU Congress.
