Membership of the Network is automatically granted to the national election management body of each Commonwealth country, with support functions carried out by a small coordinating unit within the Commonwealth Secretariat.
The Network was endorsed by Commonwealth Heads of Government at their 2009 meeting in Trinidad and Tobago, and was officially launched at a Pan-Commonwealth Conference of Election Management Bodies held in Accra, Ghana, in May 2010. Conference outcomes were announced in the concluding statement.
A Steering Committee was established to provide guidance and oversight to the Network. The current Steering Committee is chaired by the Electoral Commission of Ghana, and consists of representatives of the election management bodies (EMBs) of Australia, Canada, India, Jamaica, Samoa and Zambia.
The Network aims to offer practical support to Commonwealth national EMBs. A number of working groups have been established to discuss and draw best practice examples on key topics such as voter registration, electoral education, results processes and relations with stakeholders.
