The Commonwealth Regulatory Network is a voluntary association of regulators and supervisors from around the Commonwealth. The initiative is a response to the mandate set by Commonwealth Finance Ministers to find means of strengthening the linkages amongst financial sector regulators in Commonwealth countries. The main components of the Network include a web-based forum; peer review or bi-lateral assistance; short term attachments; and partnerships for the delivery of training.
The Network provides a valuable resource for member countries and enhances the international effort to raise regulatory standards. For developing countries, benefits include:
a practical mechanism of support for the challenges faced in implementing global standards and responding to global processes;
a forum for discussion and review of policies and standards;
a pool of learning and development resources; and
practical on-the-ground training to build competence among staff.
For developed countries, participation in the Network offers:
a fuller understanding of the challenges facing developing countries in the implementation of global standards;
a channel for identifying and helping fill strategic needs of developing countries in areas in which they may consider they have particular expertise;
an opportunity to provide an input into training and capacity building; and
an avenue for making a specific contribution to the collective Commonwealth efforts in promoting an inclusive approach to global policy making.
For the Commonwealth as a whole, as well as responding to the requirement from Commonwealth Finance Ministers, the development of a network of regulators gives practical expression to the commitment of promoting partnerships between the members.
