How attachments work

The CRN helps to facilitate short term attachments designed to: (i) enhance the technical and professional skills of the assigned staff member; (ii) improve his/her ability to perform related duties effectively; and (iii) contribute to the development of the home institution so that it is better placed to conduct its regulatory and supervisory functions.

Countries wishing to request an attachment for a member of staff will need to refer to the following guidelines and fill out the questionnaire which is found in the ‘membership’ section of the website.

Placement of Experts

The Commonwealth Regulatory Network seeks to develop a sharing of regulatory knowledge and expertise; and to help build capacity among regulatory authorities. To achieve these objectives; there is a need to properly identify and match experts to the needs of Commonwealth member countries.

If you are interested in becoming an expert within the CRN please fill out the questionnaire in the ‘membership’ section of the website and forward to the Secretariat. Detailed guidelines for placing an expert can be found below.

Experiences

In 2010, the first pilot-project took place between the Central Bank of Bahamas and the Financial Services Commission, Isle of Man which involved a two month attachment to the latter.

The attachment fell within the Supervision Division, with the Examiner spending equal time between the banking and fiduciaries teams. The focus was on the conduct of onsite supervision and the regulation of trust companies.

In early 2012, the Isle of Man will host another attachment from the Seychelles. Discussions are on going with other regulators for the placement of other examiners from around the Commonwealth.
