Education Section Staff

Henry Langazye Kaluba

Henry is Head and Adviser of the Education Section in the Social Transformation Programmes Division at the Commonwealth Secretariat. He supervises and monitors the implementation, and achievement of the education Millennium Development Goals programmes in the Secretariat and member countries.

Henry previously worked as Chief Programme Officer responsible for the Teaching Profession Programme in Sub-Saharan Africa (1993-2003).  Prior to joining the Secretariat in 1993 Henry was Assistant Dean and Lecturer in the School of Education, University of Zambia, Lusaka.


Roli Degazon-Johnson

Roli is an Adviser in the Education Section. She has been responsible for the Commonwealth Secretariat’s work on teacher mobility, recruitment and migration since 2002. She co-ordinated the Ministerial Working Group which developed the Commonwealth Teacher Recruitment Protocol and has conducted research, presented papers and co-authored publications on teacher mobility and retention and the recruitment and migration of the highly-skilled. Prior to joining the Secretariat, Roli was Associate Director of the Institute of Management and Production in Jamaica. Between 1994 and 2001, as principal consultant of her own consulting practice, she undertook international assignments for the United Nations Development Programme, the Department for International Development and the Inter-American Development Bank in the public and private sectors of 23 countries. 

Jyotsna Jha

Jyotsna is an Adviser in the Education Section. Her responsibilities include Gender in Education and Education and HIV/AIDS related interventions. Jyotsna collaborates with the Universal Primary Education adviser on issues of gender equality in primary education as well as other divisional advisers in the Gender and Health Sections on aspects of promoting gender mainstreaming in primary and secondary education, and responses to HIV/AIDS. 
Before joining the Secretariat, Jyotsna worked in India where she gained significant experience in research, evaluation and implementation-support projects for both government, non-government organisations and national and international agencies.

Virgilio Juvane

Virgilio is an Adviser in the Education Section of the Social Transformation Programmes Division.

Virgilio’s work focuses on teacher professional development issues across Commonwealth countries and the co-ordination of the Association for the Development of Education in Africa’s Working Group on the Teaching Profession, which is hosted and supported by the Commonwealth Secretariat.

Before joining the Secretariat in 2004, Virgilio was an education planner for more than two decades at the Ministry of Education in Mozambique where he served as Director of Planning for nine years.

Florence Mugoya Malinga

Florence is an adviser in the Education section. She is in charge of Universal Primary Education and Education For All related activities in the Commonwealth.

Florence joined the Secretariat in 2006 and her work entails networking with member governments and other partners to develop joint programmes to assist countries which are at risk of not meeting the Millennium Development Goals and ensuring that countries design policies and programmes which will facilitate all children out of school in the Commonwealth to access quality education.

She was formally the Commissioner for Education Planning in the Ministry of Education and Sports in Uganda. 


Vicky Williams

Vicky is a Programme Assistant in the Education Section of the Division.  She provides administrative and programme support to the Head of Education and other education advisers in the Social Transformation Programmes Division.  Her job includes logistical arrangements of internal and external meetings, workshops and seminars. She is also a point of contact for the section’s e-mails from external users enquiring about scholarships and education funding.
