Hub & Spokes Phase II

Phase IIThe current Hub and Spokes project is set to expire in 2010.

Following calls by project partners and beneficiary countries for a successor programme post-2010, the Commonwealth Secretariat has initiated work on a Hub and Spokes Phase II planning and design exercise.

A number of guiding principles have been indentified to assist in the design of a successor programme. Overall, Phase II should:

  • be a demand-driven programme.
  • support capacity building activities across the trade policy spectrum.
  • promote closer regional integration across the ACP.
  • target specific and measurable capacity needs.
  • foster greater self-sufficiency for the trade policy machinery of the ACP.

A Phase II – Roadmap paper was published in July 2009 and provides the framework for the planning and design of a Hub & Spokes Phase II programme. Download the Roadmap here.

The Phase II planning and design process is outlined in the graphic below.
